Clear governance removes a common source of delay: ambiguity about who has the authority to say yes. When rights and accountabilities are explicit, decisions happen at the right level and stalled items have a defined route forward.
Governance also connects strategy to control. It is how leadership keeps oversight of progress, risk, and investment without collapsing into either bottleneck approval or unmanaged autonomy.
