Outcome-Based Delivery

Outcome-based delivery is an approach to project and transformation work in which success is defined and measured by the business result achieved, rather than by tasks completed, hours billed, or deliverables produced along the way.

In activity-based delivery, teams are rewarded for output: documents shipped, milestones hit, sprints closed. Outcome-based delivery reframes the question. It asks what changed for the business, and holds the work accountable to that.

This changes how plans are built. Workstreams are defined by the outcome they move, not by the function that owns them. Progress is read against the target result, so drift becomes visible early.
